The TRANSCEND project will improve the protection of critical transportation infrastructures

Valencia, October 3rd, 2024. – Between yesterday and today takes place in Bologna, Italy, the kick-off meeting of the TRANSCEND project ‘Transport resilience against Cyber and Non-Cyber Events to prevent Network Disruption‘, an initiative involving 22 entities from 7 EU countries and Canada with the ultimate goal of providing operators of critical freight transport infrastructures with an integrated set of advanced tools, guidelines and technological solutions to reduce risk and improve protection against physical, cyber and hybrid threats.

The TRANSCEND project, coordinated by the Luxembourg Institute of Science and Technology and in which Fundación Valenciaport participates, has a total budget of more than 5 million euros, co-financed by the Horizon Europe program, and will run until August 2027.

The main concept developed at TRANSCEND is a modular Control Tower, a digital platform with integrated business intelligence to monitor the entire transport service. Thanks to this platform, operational policy measures will be implemented and threats and risks will be continuously monitored. By combining multiple data streams collected from various sources, the platform will provide information to better understand the current situation, have better visibility of potential risks and make appropriate decisions, as well as make predictions about the future based on machine learning and artificial intelligence.

Role of Fundación Valenciaport

Fundación Valenciaport will participate as an end user of the TRANSCEND project leading the Spanish pilot related to the deployment of the Control Tower in a multimodal transport scenario from the Port of Valencia to Zaragoza Logistics Center by rail. In addition, he will be in charge of the analysis of all existing risks and vulnerabilities, such as type of control, sensors, database and cooperation, both IT (cybersecurity) and OT (physical security) systems.

The pilot will work on a scenario to improve some security aspects such as collaboration and information exchange during transport operations, from the unloading of a container at the Port of Valencia to its arrival at the Zaragoza rail terminal; the approach of a centralized repository for incident notification; real-time monitoring of logistics assets in container and rail terminals; the availability of wireless network trains that must be protected to prevent intrusions into the company’s systems; the need to install specific equipment to monitor machinery, such as OT probes or a Network Access Controller (NAC); and physical access to the container terminal and trains, which, although controlled, must be supervised at all times to prevent unauthorized access.
