MED OSMOSIS – Mediterranean governance for strategic maritime surveillance and safety issues

Med Osmosis

The overall aim of the project is to improve the governance of maritime surveillance, sharing information among the different actors working on this issue. The project involves the development of modules and applications, and the facilitation of information exchange. It will also explore avenues for making further progress on the operation of the Common Information Sharing Environment (CISE).

European countries are developing projects that will enable them to improve their maritime surveillance and rescue capabilities together with the EU/EEA M-S. Each country has developed its own information systems for this area but without differentiating between public and restricted data.

Part of MED OSMOSIS involves setting up a web platform for data exchange. The project aims to add new functionalities to CISE, such as:

  • Creation of a GIS portal for different types of users
  • Interface with third party systems (EMSA, Frontex, national meteorological services)
  • Management of antifouling equipment
  • Planning of search and rescue actions
  • Activate Geofencing
  • Tool for operations
  • App and website for recording movements and incidents of small ships
  • Integration and development of other applications
  • Web-GIS tools with new layers
  • Provision of a catalogue of digital sea charts
  • Collection of information from mobile phones
  • Interoperable tools
  • CISE for the French Hydrographic Office

The project is headed up by the Ministry of Maritime Affairs and Island Policy of Greece. The participants are:

  • Naval Hydrographic and Oceanographic Service SHOM (FR)

  • Plovput – Public company responsible for the maintenance of maritime routes and radio service (CR)
  • Fundación Valenciaport (ES)
