PLANNING AND DEVELOPMENT OF THE MAIN ASPECTS CONCEPTUALIZED IN THE MASTER PLAN FOR THE LAMBAYEQUE PORT TERMINAL

This project reviews the main aspects relating to supply and demand in the Master Plan for the Lambayeque Region Port Terminal drawn up in 2013/2014 and integrated in Peru’s National Port Development Plan

The overall objective of this consultancy service was to plan and develop the demand forecasts in the Master Plan for the Lambayeque Port Terminal (PML). This involved verifying the capacity of the proposed supply, carrying out an economic/financial analysis in order to confirm the sustainability of the port project in the short, medium and long term, and identifying the prompts for starting subsequent stages of project development.

The specific objectives were:

  • Determine up-to-date demand forecasts for services in freight and ships related to major freight such as mining products, liquids, general cargo and containers.
  • Establish any infrastructure and port equipment requirements other than those set out in the PML.
  • Carry out an operational analysis of the facilities proposed in the PML, in terms of infrastructure and equipment, in order to ascertain whether the offer of port services proposed in the PML meets the projected demand identified in this study.
  • Set the starting points and requirements (infrastructure and equipment) for each development phase of the new Lambayeque Port Terminal.
  • Prepare technical and economic studies that will underpin the composition of the new port terminal.

In this context, the studies carried out over the course of the consultancy took into account the traffic analysis at the time, potential new services to be implemented and the factors that would shape the business of the planned port. To that end, the project determined demand scenarios for port services over a 30-year time horizon.
