The STM Validation Project is an extension of the Monalisa (2010-EU-21109-S) and Monalisa 2.0 (2012-EU-21007-S) projects. It was developed as a result of the positive reception and response that the former projects generated regarding the definition of a new Sea Traffic Management System. These two previous projects laid the foundations for STM. Both projects have served to define and test some of the key components of the management system, with satisfactory results.
The objective of the STM Validation project is to validate and evaluate—through large scale pilot projects (test beds)—the principal services and technologies developed under the Sea Traffic Management model.
STM aims to be a new management and operation model oriented towards the digital transformation of maritime transport. It will enable relevant, real-time digital information to be safely and reliably shared between authorized service providers and users, thanks to a common framework and the development of standards governing the management of and access to interoperable information and services.
STM will allow shipping companies and shipowners to select optimized shipping routes, enabling more efficient navigation and therefore entailing a lower environmental impact due to reduced fuel consumption. In addition, the different STM services will help to achieve better synchronization of the agents involved in ships’ port call processes, in order to adopt just-in-time operations or synchronization of port calls.
The STM project aims to validate and demonstrate its impact on the established strategic objectives by carrying out large-scale pilot tests in both the Baltic sea and in the Mediterranean. Taking part are 300 ships, 12 ports and 3 shore-based traffic centres. The project also includes simulation tests in the European Maritime Simulator Network.
