The State Ports Public Agency (OPPE), recognizing the need for mechanisms to underpin the development and improvement of general-interest R&D&I activities in the entire Spanish Port System (SPE), promoted the creation of a stable collaboration framework. This framework was aimed at bringing together the knowledge and experience in this field, in order to coordinate the innovation policies of the different constituent port authorities (PA).
With the main objective of reinforcing the coordination and promotion of general-interest R&D&I activities in the State Port System (OPPE and PAs), State Ports assessed the opportunity to carry out a diagnostic analysis of the R&D&I system in the SPE. By analyzing and quantifying the current status of these activities in the SPE, the aim was to propose a future innovation scenario.
This diagnostic analysis was aimed at promoting better use of the synergy that the 28 PAs and State Ports have in terms of the transfer and consolidation of innovative technologies and organizational procedures between the various PAs and the agents of their port communities. An additional goal was to facilitate the coordinated management of areas of common interest in innovation, optimizing the available system resources and promoting the social visualization of its achievements as well as the alignment of external grant policies with its areas of interest.
Furthermore, this diagnostic analysis was intended to enable the establishment of the necessary elements for the internal analysis and debate within the Interport R&D&I Commission and the SPE management teams, which are responsible for setting the appropriate coordination mechanisms and the strategic priority lines most suitable for interport cooperation in this field.
